On September 5, The State Council released a report on the implementation of the national economic and social development plan since the beginning of this year. The report pointed out that the implementation plan of carbon peaking in key areas and industries has been formulated, and the "1+N" policy system of carbon peaking and carbon neutrality has been basically established. We will intensify efforts to tackle green and low-carbon technologies, and accelerate the establishment of a unified and standardized carbon emission statistics and accounting system.
We will further improve the "dual control" system for energy consumption, and introduce specific measures to exclude raw material energy from total energy consumption control. Adjustment of the industrial structure and energy structure was actively carried out. We will resolutely curb the blind development of energy-intensive, high-emission, and low-level projects. We will accelerate the planning and construction of large-scale wind power and photovoltaic base projects in desert, Gobi and desert areas to enhance the capacity of new energy consumption.
We will adhere to the principle of "establishing before upgrading", make solid progress in upgrading existing coal power units, and speed up the clean and efficient use of coal. We will accelerate low-carbon process innovation in traditional industries such as steel, nonferrous metals, petrochemical, and building materials. We will work to conserve energy throughout society, promote the recycling of sewage, and develop a system for recycling waste materials. Energy consumption per unit of GDP fell by 0.8 percent year-on-year in the first half.
