On November 23, Chongming District People's Government of Shanghai issued a notice on the Implementation Plan of Chongming World-class Ecological Island Carbon Neutral Demonstration Zone Construction (2022 version), which mentioned PV several times. Details are as follows:
Key tasks include: accelerating the development of new photovoltaic power stations such as complementary fishery and optical power stations and complementary agricultural and optical power stations, and focusing on the implementation of distributed photovoltaic power generation projects relying on the resources of public institutions, rooftops of industrial and commercial buildings, industrial parks and other sites. Combined with the development of key industrial projects, the implementation of renewable energy alternative action, new projects should be integrated development of rooftop photovoltaic in principle. We will promote the implementation of the rooftop distributed PV pilot projects in Xinhe, Jianshe, Bao and Zhongxing towns. By 2025, the region's installed photovoltaic capacity will reach 800 megawatts. By 2030, the installed photovoltaic capacity of the whole region will exceed 1,400 megawatts (including the newly added area of Hengsha Island).
We will accelerate the construction of a new electric power system. We will actively explore the application of "renewable energy + energy storage", "source grid charge storage" and multi-energy complementarity. Centering on the supporting power grid project of foreign power into Shanghai, Chongming power grid structure should be optimized vigorously. We will build a new type of power system in which the proportion of new energy sources will gradually increase, and promote efficient and optimal allocation of renewable energy sources. The new energy management level will be further improved in the aspects of new energy access to the power system, power grid dispatching and operation, real-time operation monitoring, big data analysis, energy consumption auxiliary control and management, and technology management innovation. Improve the power demand response mechanism, guide industrial and other large power users to actively participate in load demand-side response, give full play to the role of public building energy consumption monitoring platform, further promote the pilot demonstration of power demand-side management of typical buildings, and gradually promote the application in other regions and industries, and strive to reach the peak demand side load response capacity of not less than 5% by 2025.
To increase the utilization of renewable energy at transportation hubs and stations, and promote the application of photovoltaic power generation and wind-solar complementary power supply systems in light of natural conditions and energy needs. We will promote the construction of LNG power energy refueling stations for ships.
We will promote the diversified and large-scale application of distributed solar energy, biomass energy and heat pump technologies in buildings. From 2022, all new public buildings, residential buildings and industrial plants will use one or more renewable energy sources, and the renewable energy replacement rate in urban buildings will reach 10% by 2025, and further increase to 15% by 2030. We will promote the installation of photovoltaics in suitable new buildings. From 2022, no less than 50% of the roof area of newly built Party and government offices, schools, industrial plants and other buildings shall be installed with photovoltaics, and no less than 30% of the roof area of other types of public buildings shall be installed with photovoltaics. Since 2025, Chenjia International Experimental Ecological Community has implemented the renewable energy application standard higher than the city's requirements. We will promote the installation of photovoltaic panels in existing buildings, and ensure that the rooftop photovoltaic coverage of public institutions and industrial plants reaches more than 50% by 2025, and that they are fully installed by 2030. In the field of building, we should promote the reform of energy use methods, vigorously develop building electrification, building photovoltaic integration, building DC power distribution and distributed power storage, and organically combine them with intelligent charging piles to realize the flexible electricity use of buildings in the future, and explore the formation of a new type of urban flexible electricity system. We will promote gradual and comprehensive electrification of new public buildings and raise the level of electrification of building terminals.
We will promote the application of renewable energy sources such as solar energy, geothermal energy, air thermal energy and biomass energy in agricultural production and rural life, and promote the installation of photovoltaic panels on the roofs and courtyards of farm houses. We will strengthen the construction of rural power grids and improve the electrification of rural energy use.
Featured demonstration in the field of energy: the construction of several new photovoltaic power stations such as complementary fishing and light and complementary agriculture and light, and the construction of complementary fishing and light project (planned installed capacity of 158 megawatts) in Gangxi Town were accelerated; Develop complementary projects of fishing and light by utilizing the towns and large-scale aquaculture areas such as Guangming and real estate groups; To promote the town's rooftop distributed photovoltaic development pilot work.
